What Buying and Living in Saint Lucia Costs

Saint Lucia's purchase costs can be added up, though two of the inputs, the licence fee and the legal scale, are quoted differently by different guides. Its living costs are quoted differently by almost everyone.

What you pay to buy

The buyer pays 2% stamp duty on the price at registration of the deed, confirmed by a local agency. Legal fees vary by guide: 1% to 1.2% in one, a sliding scale from 2.5% on small values down to 0.5% above EC$850,000 in another, and 1.5% to 3% in a third, plus 12.5% VAT. A non-citizen also needs an Alien Landholding Licence, whose fee is quoted as US$5,500 valid for life in one guide, EC$5,000 to EC$10,020 plus an application fee in another, and US$2,500 to US$20,000 depending on size in a third. Some guides mention a Certificate of Eligibility step before the licence, but no official source turned up, so confirm it with an attorney.

On a US$500,000 purchase, adding 2% stamp duty, legal fees of 1% to 2.5% and a licence of about US$5,500 gives roughly 4% to 6% in buyer-side costs, plus VAT on the legal fees. That is our arithmetic. One guide puts total closing costs at 3% to 5%, and a local agency's table says 13% to 16%, which appears to count the seller's duty as a buyer cost.

What the seller pays

Seller's stamp duty depends on residency. Guides put it at 2% to 5% for residents, scaled by value, and a flat 10% for non-resident sellers. There is no capital gains tax. This supports the 10% vendor duty flagged as unconfirmed in the best-areas article earlier in this series, and it matters for exit planning.

While you own

Annual property tax is 0.25% of open-market value for residential property and 0.4% for commercial. Approved Citizenship by Investment purchases are exempt from the licence and stamp duty, according to several guides.

Living costs

Monthly spending for one person is quoted at about US$630 to US$1,000 on data sites, US$1,150 to US$1,500 on consultancy guides, and about €1,600 to €2,200 on others. A one-bedroom in Rodney Bay or Cap Estate runs about US$735 to US$1,100 in one guide and US$1,500 to US$3,000 for modern apartments in the same areas in another. Elsewhere, a one-bedroom is quoted from about US$440 to US$735. Electricity depends on air conditioning, with US$140 to US$160 a month in one guide and US$200 to US$400 in another, since the island's power is generated thermally by a single provider. Private health insurance with evacuation cover is quoted at US$200 to US$400 a month.

What this means for a buyer

Get a written schedule from an attorney covering the licence, legal fees and stamp duty, and treat any total above or below 4% to 6% as a prompt to ask what is included. For living costs, price a specific home and its air conditioning, because electricity is the item that swings the budget.
