The World's Oldest Citizenship by Investment Programme: St Kitts and Nevis in 2026

St Kitts and Nevis launched its citizenship by investment programme in 1984, and it is described as the oldest in the world. After four decades, one adviser describes it as the most premium-priced of the five Caribbean programmes. Its published minimums are clear, and the fees around them are less so.

The ordinary route is slow

A foreign national can become a citizen by naturalisation after living in the country for at least 14 years and meeting a good character requirement. People who make a substantial financial contribution to the state are eligible for a facilitated naturalisation with no residence period, which is the basis of the programme. For anyone not investing, 14 years is the figure to compare against, and it is twice the seven years of ordinary naturalisation in Saint Lucia or St Vincent, covered earlier in this series.

The investment routes

The Sustainable Island State Contribution, or SISC, is a non-refundable US$250,000 for a main applicant or a family of up to four, according to several 2026 guides, one of which says that is the figure the Citizenship by Investment Unit publishes. Additional dependants cost US$25,000 if under 18 and US$50,000 if 18 or over. The Public Benefit Option is also US$250,000. A 2023 snapshot on Wikipedia gives US$250,000 for a single applicant and US$350,000 for a family of four, which appears to predate the regional reforms of 2024.

The real estate route starts at US$325,000 for an interest in an approved development, which can be resold after seven years. A qualifying condominium also starts at US$325,000, and a private single-family home at US$600,000, consistent with the thresholds in the relocation article earlier in this series. Some sources give a US$400,000 minimum, including a 2023 Wikipedia snapshot and one 2026 guide, which appears to be older or a different category. Confirm the minimum for a specific project with the Unit.

Fees on top

The investment is not the total cost. Two advisers quote due diligence of US$10,000 for the main applicant and US$7,500 for each dependant aged 16 and over. Two other sources give US$25,000, one of them dated 2021. The real estate route carries a government fee of US$60,000, or about US$65,000 in an older guide, and a US$250 processing fee applies per person. One adviser estimates total costs at about US$262,750 for a single applicant and US$275,600 for a family, and another puts a family of four at US$340,000 to US$380,000 on the contribution route. The passport itself costs XCD 675 for investors, according to Wikipedia. These are the figures that vary most between sources, so ask the Citizenship by Investment Unit for the current schedule.

Timing

Advisers quote three to four months, three to six months, four to six months and six to nine months, so treat any single figure as a sales estimate. An agency claims the passport gives visa-free travel to 157 countries, a figure that was not checked against an independent index.

How property and citizenship interact

A purchase in an approved development is the route most relevant to this series, because the holding period and resale terms are part of the investment. A purchase outside the programme needs an Alien Landholding Licence and pays a 10% fee, covered in the legal and cost articles earlier in this series, while an approved project is exempt. Choose the project on its resale terms, since your money is tied up for seven years.

Something to track

A Citizenship (Amendment) Bill that would let descendants of Kittitian and Nevisian grandparents register as citizens had its first reading in September 2026, according to the legal article earlier in this series. It is proposed legislation, and anyone with a grandparent from the Federation should follow its progress.

What this means for a buyer

St Kitts and Nevis offers the longest-running programme in the Caribbean, at a price that advisers rank at the top of the region. The relevant questions are the real estate minimum and holding period, the fee schedule and the processing time, and the answers differ between advisers.
