Curaçao: Residency and the Investor Permit

Curaçao's investor permit starts at XCG 500,000 (about US$279,000), but the official page speaks of a business investment. Immigration rules changed on 1 April 2026.

Key takeaways

  • Investor permit tiers: XCG 500,000 gives a three-year permit, XCG 750,000 a five-year permit and XCG 1.5 million an indefinite permit, according to the Immigration Department.

  • Does property qualify?: The official page refers to a business investment. Advisers and a local agency say a property purchase qualifies if it is approved by the Admission Office. Confirm before buying.

  • 2026 changes: Major immigration changes took effect on 1 April 2026, including conditions for permanent residence: 10 years of continuous residence, eligibility for the pension scheme, or an investment above XCG 1.5 million.

  • Retirees: Advisers describe a pension scheme, the Penshonado, with a flat 10% tax on foreign-source income for people aged 50 and over.

  • No citizenship by investment: Curaçao is not among the Caribbean citizenship by investment countries. Dutch citizenship is assessed separately.

Legal framework

Curaçao is an autonomous constituent country of the Kingdom of the Netherlands (since 10 October 2010), with its own parliament, prime minister and courts. Foreign policy and defence are Kingdom matters. Residents hold Dutch nationality, but Curaçao is outside the European Union and the Schengen Area. The currency is the Caribbean guilder, which replaced the Netherlands Antillean guilder on 31 March 2025 at 1.79 to the US dollar. In practice, a buyer who wants the permit should ask the Immigration Department in writing whether a specific property purchase counts, and should not make an offer conditional on an adviser's assurance.

The investor permit

Curaçao's Minister of Justice introduced the Wealthy Investor 2014 permit on 6 September 2014, for investors who want to stay more than six months a year. The applicant must show sufficient means of subsistence and must have made, or intend to make, an investment of at least XCG 500,000. The permit lasts three years from XCG 500,000, five years from XCG 750,000 and is indefinite from XCG 1.5 million. At 1.79 to the dollar, those amounts are about US$279,000, US$419,000 and US$838,000.

Does a property purchase count?

This is the important question, and the sources do not fully agree. The Immigration Department's own page, as read, speaks of a business investment. A local real estate agency says the permit is for wealthy foreigners who invest by buying real estate or making a business investment, and a 2026 adviser says a property purchase may contribute provided it meets the threshold and is approved by the Admission Office. A buyer who is counting on the permit should get the Admission Office's answer for the specific property before committing.

What changed on 1 April 2026

The Library of Congress reported that major changes to Curaçao's immigration system took effect on 1 April 2026. Only fully complete and paid applications are processed, dependants receive permits of the same length as the principal applicant, and permanent residence is granted to people who have lived continuously and lawfully in Curaçao for 10 years, are eligible for the pension scheme, or have invested more than XCG 1.5 million and qualify for a wealthy investor permit. Under the old 2019 policy, temporary permits were generally granted for only one year.

Retirees and citizenship

Advisers describe a retirement regime, the Penshonado, for people aged 50 or over, with a flat 10% tax on specified foreign-source income (5% for certain individuals) and an indefinite residence permit. The tax authority's pages were not read, so confirm the conditions. Curaçao is not among the Caribbean countries that sell citizenship. Residents are Dutch nationals through the Kingdom's rules, and an adviser says naturalisation needs at least five years of residence and meeting character requirements, assessed separately.

Worked example: the investor permit tiers in US dollars

At 1.79 to the dollar, XCG 500,000 is about US$279,000 for a three-year permit, XCG 750,000 about US$419,000 for five years, and XCG 1,500,000 about US$838,000 for an indefinite permit. Buying costs such as the 4% transfer tax are additional. This is our conversion from the Immigration Department's figures.

Where sources disagree

  • Property and the permit: the official page refers to a business investment, while advisers and a local agency say property qualifies. Ask the Admission Office.

  • Dollar equivalents: advisers quote about US$278,000 to US$279,000 for XCG 500,000 and about US$833,000 to US$840,000 for XCG 1.5 million, using slightly different rates.

  • Penshonado: described by advisers; the conditions and the 5% rate for certain individuals were not verified.

Who this suits, and who it does not

Suits: Buyers or investors who want a residence permit tied to an investment of at least XCG 500,000 and can confirm in writing that their investment qualifies.

Does not suit: Buyers who want a citizenship by investment programme, or who intend to rely on an adviser's assurance that a house purchase qualifies.
