New Developments Across the US Virgin Islands

The US Virgin Islands' hotel development story right now has three distinct chapters: one already open, one substantially rebuilt after hurricane damage, and one still at the proposal stage. Keeping those three straight matters for anyone tracking the territory's tourism growth.

Hampton by Hilton St Thomas: already open, and highly significant

Hampton by Hilton St Thomas opened in August 2025 as Hilton's first hotel anywhere in the US Virgin Islands, and, according to the developer's own press release, the first large, new-build hotel constructed in the territory in more than 30 years. The 126-room property sits directly across from Havensight Mall overlooking Long Bay, developed by Haven Development and managed by Hotel Equities at a total investment of roughly $80 million, comprising a $20 million purchase price plus more than $60 million in construction costs. A neighbouring 2.662-acre parcel is slated for further development, including a community green space, an island welcome centre and additional hotel parking, targeted for completion by March 2026. The project also received full Economic Development Commission tax benefits from the territory's EDA board, and will employ roughly 150 people at opening, rising to around 175 in its first full year.

Local political discussion following the opening has specifically called for equivalent hotel investment on St Croix, with senators noting the island "truly, truly" needs comparable attention from the territory's economic development bodies, a useful reminder that this wave of new hotel investment has so far concentrated heavily on St Thomas rather than spreading evenly across the territory.

Frenchman's Reef: rebuilt after 2017's hurricanes

The Frenchman's Reef Resort campus on St Thomas, badly damaged by Hurricanes Irma and Maria in 2017, has been rebuilt into two distinct properties: The Westin Beach Resort & Spa and the Autograph Collection Resort, both at Frenchman's Reef. The current owner, CREF3 USVI Hotel Owner, took over the property in 2021 and has driven a total reinvestment, including the prior owner's contribution, projected at $428 million, one of the largest single hospitality reinvestments in the territory's recent history. The property is now marketed as a fully new, modern resort rather than a restored older one, reflecting the scale of the rebuild.

Water Island: a proposal, not yet a project under construction

In June 2026, the territory's Acting Governor announced a proposed luxury hotel, marina and residential development on Water Island, representing a minimum private investment of $300 million, alongside new United Airlines nonstop service between Newark Liberty International Airport and St Croix beginning 31 October 2026. The Water Island announcement was explicitly framed as more than a standalone resort, with the Acting Governor specifically linking it to broader infrastructure improvements intended to ensure large-scale private investment delivers meaningful public benefit alongside it. This is a proposed project at the announcement stage rather than a development under construction, and anyone tracking it for a nearby purchase decision should treat it accordingly rather than assume it carries the same certainty as the already-completed Hampton by Hilton or Frenchman's Reef projects.

What this pipeline means for buyers

St Thomas is clearly the current centre of gravity for new US Virgin Islands hospitality investment, with both a completed new-build hotel and a substantially rebuilt flagship resort now open. St Croix's more limited recent hotel investment, a point local senators have raised directly, and the still-proposed Water Island project, suggest the wider territory's development story is still being written rather than settled. For a buyer specifically weighing proximity to future tourism infrastructure, St Thomas currently offers the most concrete, already-delivered case, while St Croix and Water Island represent genuine but still-unproven opportunity rather than confirmed near-term catalysts.
